Fixes: error when running `docker-compose build base` Error: E: Version '1.4.9' for 'apt-utils' was not found ERROR: Service 'base' failed to build: The command '/bin/sh -c apt-get update && apt-get -yqq install --no-install-recommends apt-utils=1.4.9 2>&1' returned a non-zero code: 100
