This PR addressed the issue with numpy versions > 2 not being supported with gdsfactory 7.7.0.
The glayout requirements files have all been updated so that the numpy version is fixed at 1.23.5, and the main requirements.txt file for the digital generator flow remains the same
the workflow files have been updated to match
