Macro Avg NAACL 21 submission

This version has a lot of experimental code.
I/TG tried many variations of BLEU CHRF etc.
In the end a simple measure MacroF1 worked well. So I am planning to remove all unwanted stuff before sending a pull request.
This tag is here for future needs if I ever set to dig my experiments again.
