currentVersion to use version before bump

Motivation

There were a few situations where we wanted to refer to the previous (current) version of the package. Added a new field on the file load.

Approach

Added a new property to use. Also fixed the issue with apply validation mutating the package file object and then doubling up on bumps in the status command.
