Purpose/implementation Section

What changes are being implemented in this Pull Request?

Adding code_of_conduct.md to .github/workflows/starting-course.yml so that it can be part of the files that are removed when you're starting a new course.

What GitHub issue does your pull request address?

This addresses issue #671 in part

Tell potential reviewers what kind of feedback you are soliciting.

Need to review if the actions successfully can delete the file
