  1. Create auto assignment for all the incoming issues.
  2. Add Github action to close the inactive issues which is awaiting response from the contributor.

For contribution welcome, for stale label to apply it will take 180 days and to close issue it will be 365 days.
Totally, it will be 1.5 years before we close these issues due to any inactivity.
Following the same practice in other keras repo's as well.
Do you still want me to remove this section?

Let us only close the issue when contributor has not responded. Let us keep the issue open if the team has not yet responded.

Yes, it only applies when the label only-labels: "stat:awaiting response from contributor" is added and is inactive for 14 days, if this label is not added to the issue stale will not be applied.
