feat(nx-python): add support for [email protected] #207

In the [email protected] the requirements.txt format has changed for local dependencies from <packageName> @ file://<location> to -e file:///, this PR changes the locked resolver to support both pattens.

This PR also adds --no-root to the root workspace poetry install command to avoid annoying warnings from newer Poetry versions.
