Implements new form option, which can be used to hide the excel generation from the project form sidebar.
It defaults to
true, so the changes should affect only forms when it's explicitly set tofalse. It's ofc dependent also onMHL.allowExcel.Form admins bypass the option, so they can see the sidebar excel generation and use it normally.
This can be tested in http://567.dev.laji.fi/project/MHL.1136/about (the option is set to
falseto that form). Other forms should display the excel generation in the sidebar (for example http://567.dev.laji.fi/project/MHL.45/about)Closes #567
