[ENC-429] IE 10 Accelerator feature interferes with highlighting. #87

A feature in IE 10, Accelerators, overrides the selection feature of the EnCoMPASS. Instead of highlighted text being immediately opening the commentary box and placing a copy of the text in the bottom of the window, the accelerator button pops up.

I opened IE settings and attempted to disable this feature, though I could only add or subtract sub-features of Accelerators.

I looked into disabling this feature, and I found that there is no way to disable this feature even if it has no sub-features installed. Disabling "accelerators" requires the use of "Local Group Policy Editor" on windows.
