UML-3000 move to github actions

Purpose

Move away from circleci and use github actions instead

Approach

Converted all the steps to GA steps instead. Left complete workflow step in so we can merge then will do follow up PR to remove circle bits from our central repo and another PR here to tidy up the circle config.
