this enables the certificate-expiry-monitor to be configured to monitor certificates on an explicit address (or domain).

@theRealWardo can your PR be used to check the SSL expiration on external domain for example google.com?
And why is it necessary to specify the target address (dial_target_addr) in case of the target name (dial_target_name )?
Is the target name a hostname?

@oshamin yea so dial_target_addr is a host that you want to monitor ie google.com then dial_target_name is the label for the metrics exported ie google_search
