The Binary conversion for the GRB_CNTRPART Notice Type. The definition for this notice type seems to be much more complex that the way it's actually used. These notices seemed to be defined for 'optical', 'radio', or 'other'(x-ray) use filters or exponents for bands depending on the notice type. However in practice, these seem to be used only for 'other' and have
ENERGY: 0.3-10 [keV]
printed for all text notices and so I've programmed it as such.
