Why this change?

The `renderInOutlet` plugin API was introduced in Discourse core which
we will prefer to use going forward.
Why this change?

Technically `< 3.2.0.beta2-dev` is wrong cause it is a development
version and there are many commits within that version. If Discourse
core is on a commit that does not include the necessary changes required
in 865bb33, the theme will break.

Why does this commit do?

This commit improves the test coverage for the theme by adding system
tests which covers the basic functionality of the theme.
Since discourse/discourse@a440e15, we have started to support objects typed theme setting so we are switching this theme component to use it instead as it provides a much better UX for configuring the settings required for the theme component.
For `type: string`, the validation keys for minimum and maximum length
should be `min_length` and `max_length`

I'm not quite sure how `settings.icons` or `settings.links` can somehow
be `null` but we are seeing this problem in production so pushing out a
fix first.
This commit updates the migrations to assume that the old setting value
may be invalid so that we don't end up with a new setting which fails
the objects schema validation.

This is a follow up to 7e304e0 which
added migrations for the `links` and `icons` settings. We have
gotten reports of errors happening with the migrations because the value of the old
setting before migration did not follow the "informal" format required
previously. Since there was nothing enforcing the format for the value
previously, we need to assume the worst possible cases in our
migrations.

not migrating it and thus cause an error to be raised.
