  1. Set JAVA_VERSION before using it during installation of JDK via SDKMAN 

    Motivation:

We need to set the JAVA_VERSION before trying to use it, otherwise we might pick up the wrong version to install.

Modifications:

Ensure we set JAVA_VERSION first

Result:

SNAPSHOT deploys work again for debian
