The rho feature of 2DAR was incorrectly implemented in SS3 and a full fix is not feasible (see SS3 PR#617). Update user manual to reflect this and the new warnings and guidance to users.

@Rick-Methot-NOAA so should the user manual instruct people to not use the rho parameter with 2DAR at all? If so then use_rho would need to be changed to 0 in the table at the end of this section of the manual and the rho parameter lines removed?

I think that would be the best course of action. Perhaps we could revisit this in the future, but only if we could accompany with a successful demonstration.
