update all the s2i-* tasks

this update all the s2i-* tasks to use imagestream from internal registry also removes all the pipelineresource based tasks change all the tasks from s2i-runtime-version to s2i-runtime format removes complexity of MINOR_VERSION and use VERSION param which is to specify the tag available for the particular imagestream remove buildh-pr this remove one more task 'buildah-pr'
