  1. lpc55-rom-data: Move LPC55 ROM data needed on the host into a new crate. 

    This gives us a place to put data relevant to the LPC55 ROM API that we
need in software built for the host.

  2. xtask: Generate FWID for chips participating in measured boot. 

    Include the FWID / expected measurement for hubris images in the build
archive 'img/final.fwid'.
