This PR currently:

adds capability to generate type definitions
adds Blocks API as the first type
variety of docs fixes (132488d) that simply installing TypeScript pointed out

I want the PR to also:

point IDEs to function definitions. The screenshot below shows an attempt to click through to the function definition that doesn't work right now. It happens on master, too, so it's not a regression. I am not sure the cause of this.
replace babel with typescript?? I think it could be possible

Sharing for preliminary feedback on:

is this the right repo for the types?
does the approach look correct and maintainable?
what is the babel => typescript impact for browser code?
