Prepare for releasing v3.0.0 (#165)

## Problem

Prepare for releasing Java SDK v3.0.0.

## Solution

Releasing a major version requires updating:
1. README
2. gradle.properties
3. CHANGELOG.md
4. Constants.java

## Type of Change

- [ ] Bug fix (non-breaking change which fixes an issue)
- [ ] New feature (non-breaking change which adds functionality)
- [ ] Breaking change (fix or feature that would cause existing
functionality to not work as expected)
- [ ] This change requires a documentation update
- [ ] Infrastructure change (CI configs, etc)
- [X] Non-code change (docs, etc)
- [ ] None of the above: (explain here)

## Test Plan

No code is updated as a part of this change, integration tests should
run as expected.
