Move public-api to peer dependencies (#5)

## Description:
This should fix false-positive type errors when the app is on a
different version of public-api than the devvit-kit

## 🧪 Testing Steps / Validation

`npm link` does not work well with the peer dependencies, but the risk
is low
Will test after the new version is published
