Update ReadBib to use python package bibtexparser to read bib files #91

Add argument use.bibtex to ReadBib, which defaults to FALSE since the bibtex package is still
orphaned on CRAN
When use.bibtex is TRUE, reticulate and the python package bibtexparser are used to read the
input bib file

* All other tests default to running with python/bibtexparser * Bump version

* Fixes reading of bibtex three-letter month macros
