Where is the "Use This Template" button?

Is cookiecutter-snakemake-workflow a Github template?

It says in the readme in Step 1
"Create a new github repository using this workflow as a template" : https://docs.github.com/en/github/creating-cloning-and-archiving-repositories/creating-a-repository-from-a-template

In that web page the instructions say to click on the "Use This Template" button but I don't see any. Do I have to request special access to it?
