What this PR does / why we need it:
Currently our opensds readme file has old link of swagger file and release notes. WHich need to be updated otherwise it shows old API's.

Which issue this PR fixes (optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close that issue when PR gets merged): fixes #
