Overview
This PR performs the following alignments from genesis to spec:
qbft.Controllerargument inValidatorRegistrationRunnerconstruction.VerifySignatureboolean method fromIConfigsince it's unused.Also, it adds a workflow to check the spec-alignment for the genesis code.
