- Rails is almost to 5.0, add support for testing 4.2 - Test unit isnt provided by ruby anymore - Lock ruby_parser to a version that's capable of being used

test-unitisn't provided by Ruby anymore, so add that to development dependencies.ruby_parserto a version that's capable of being used for development and move to development dependencies.
