We don't have any particular specifications to work on in our scope, so it probably makes sense to remove this section, and concentrate on "Non-normative Reports" instead.

Yeah looks good. My only nit is that it might be helpful (tho not of course necessary) to include examples of other kinds of things that can be reports, as a reminder to W3C veterans and a nudge to new folks and invited-experts without experience, that reports can include implementer feedback, ontologies/vocabs, schemata, and other artefacts that aren't "reports" in the obvious, colloquial usage of the word, and that people might think are out-of-bounds because they sound intuitively more like "Specifications" :D. Issue-worthy?
