soap catcher to process CBS messages for classic (green, orange) and linked

This release contains the procedure to fix the bug where messages are labeled as replace - messages although content is already deleted (background: records sent to worldcat are again marked as replace actions when they are sent to the subscribers. But for CBS these records are deleted - which is correct)
