This PR includes a draft of a Contributing.MD file to guide contributions.

Initial CONTRIBUTING.MD FIle

Why?

To help contributors engage and submit contributions to this repo.

There is one open question - how do we automate the signing of Temporal's standard contribution terms found in the SDK and Server repos.

This PR is not ready to merge as it has 2 open items:

  • Add language specifying how to sign the CLA
  • Add guidance for incorporating license headers to each source file
    -- note, it appears this project uses the MPL license yet the client.go includes MIT language See issue [Bug] Standardize License Headers in source code #157
