Modified hardware_i2c to use in science code (hardware_i2c can send more than 1 byte) #689

Summary

hardware_i2c can now send more than 1 byte and spectral.cpp uses of HAL_Transmit are replaced with use of hardware_i2c

How was this code tested?

Tested on the science board and confirmed that sensor data still appeared on the ISH GUI.
