Expand and improve SPS integration tests

Purpose

• Increase the number of CWL workflows that are tested during integration tests.
• Test using both the Airflow API and the OGC API.
• Also coded the tests such as if a CWL workflow is not supported in a venue (because the YAML file was never created), that workflow is skipped in that venue.

Proposed Changes

• [ADD] Testing of the "SBG end-to-end" and "EMIT" workflows in addition to the existing "SBG Preprocess"
• [ADD] Testing via the OGC and Airflow APIs
• [CHANGE] Use a "Scenario Outline" to avoid repetition of code and allow east addition of new workflows

Issues

• [New Feature] Add more CWL workflows to integration tests, use both the Airflow and OGC API #235

Testing

• Tested that all integration tests succeed on unity-venue-dev and unity-venue-test using this branch
