This pre-release reverts the default fallbackfee and minrelaytxfee configuration options to their pre-0.16.0 values. This should fix an issue where users running new installations with default fees are not getting their transactions relayed.

As always, back up your wallet prior to upgrading.

The binaries are signed with my PGP key.
