오버레이란 모달, 바텀싯처럼 별도의 UI 레이어에 띄우는 컴포넌트를 뜻합니다.
오버레이를 다루는 useOverlay훅을 구현하여 바텀싯, 모달 컴포넌트를 useOverlay 훅을 통해 오버레이에 띄울 수 있도록 합니다.
