These no longer fire for addon whisper messages in either 4.4.0 or 10.2.7, and should eventually be the same in Classic Era.

Interestingly now that 10.2.7 is live this seems to no longer actually be the case. Maybe it was just a bug that there was no server message for a while on both these clients? |
