Lots of hacking to see what it would take to try and build extensions for Android.
GN "passes" but lots of parts shouldn't be commented out like this. Does not yet compile.
There are probably lots of runtime-deps that make this nonviable.

I didn't find an explicit bug anywhere for even trying to enable extensions for Android https://issues.chromium.org/issues?q=status:open%20componentid:1363614%2B%20extensions%20android
Fuchsia has them, iOS doesnt, Cast doesnt, Android doesn't by default
