github: add GitHub action to greet first time contributors

Adds the configuration file for a GitHub action that will greet first-time contributor the first time they: - open an issue - open a PR - get a PR of theirs merged Fixes #56092. Signed-off-by: Benjamin Cabé <[email protected]>
