regarding #2361

This constant is only used in one place:

ZeroTierOne/node/Topology.hpp

Lines 419 to 425 in d9d58c8

if (pc.mtu <= 0) {
pc.mtu = ZT_DEFAULT_PHYSMTU;
} else if (pc.mtu < ZT_MIN_PHYSMTU) {
pc.mtu = ZT_MIN_PHYSMTU;
} else if (pc.mtu > ZT_MAX_PHYSMTU) {
pc.mtu = ZT_MAX_PHYSMTU;
}

This change can't affect anything unless the user configures this value in their local.conf
