The Grease Slime package is focused on the portability rules for Grease and Seaside development. However, it is also a prerequisite for the Seaside Slime package which contains rules generally useful for Seaside application developers.

However, it is annoying to have the portability rules loaded in the image and have them firing (by default). To improve on this, this PR moves the portability rules themselves to a package that is only to be loaded for the Grease and Seaside development itself.
