Description

• Fix admin user lists show no results from the backend.
• Closes Administration: Checking the records/drafts for a user lists no results invenio-app-rdm#2721
• Closes moderation: fix admin links generation invenio-app-rdm#2722
• Closes User Management Filters Fails to Show Results invenio-administration#201
• No need to change moderation links as they are functional
