5.0.0 Release Notes

What's Changed

To simplify the decision of when to upgrade, we have released a new versioning policy: https://github.com/microsoft/ga4gh-tes/wiki/Versioning-Policy . We recommend everyone upgrade to 5.0.0 and refer to this new policy going forward.
