port some of boot_algo more

I've opened up a brach to port more of the bootalgo3 file.

With numba's jit compilation: for a problem with $N=10K$, $k=52$, $G=50$, $B=99999$, we compute a pvalue in around 0.8 seconds. That's plenty fast, and I did not even have to write any c/c++! I am really impressed by the performance improvements of adding nothing more than the @jit flag. For comparison, without jit compilation, I interrupted the same problem after 300 seconds because I got bored of waiting 😄
