Sometimes we need to exchange some tokens (or ETH) for minted tokens.
Use cases:

Supreme court to some degree (as to a limited monetary volume) approving decisions of district courts.

Two similar courts interoperate.

After a court becomes disfunctional, its tokens may be exchanged for tokens of another court.

Reward donors of some tokens or ETH by minted tokens.
Exchanges can be done as smart contracts who are owners of a court, as described in Trust.
